How safe is the 22 WMR green in areas with surrounding buildings? Is it better then jacketed or lead bullets?

Looking for a Hensly &Gibbs #258 any thing from a two cavity to a 10cavityI found a new one from a member here
From what I’ve read and seen most can’t hit a building if locked in it with rimfire green Ammo. It’s not very accurate in just about all 22lr’s .
