I think that it depends on the loaded length.
100% load density in a 454 with WW296 should be safe.
Looking at Quickload, with a 300 Lee loaded to 1.680" shows 111% compressed load at 59kpsi and 1713fps.
In the past, I have loaded to 105-110% load density with a heavy crimp to hold it all in place and didn't have any problems.
296/H110 has a fairly linear charge to pressure curve well over 60kpsi. So there shouldn't be any big jumps in pressure with a small increase in powder charge.
If you load it really heavily compressed, it can change to a slightly slower burn rate.
Have you ever loaded more powder and got less velocity with a heavily compressed load?

But with all of that being said, the prudent thing to do would be to pull them and reload with a known powder charge.

I am not familiar with FA brass, does it have the same water capacity as regular commercial brass? Win or Starline???

31.5 grains H110 with a 300 grain CAST bullet? Safe to shoot all day in a Freedom Arms revolver IF the powder really is H110 or 296.

If you think there's any possibility he accidentally loaded them with a faster ball powder like 630, toss them off the nearest bridge...
