30-378 Weatherby. Hands down according to the military trial, it surpassed the 5000fps required, as well as accuracy prerequisite. Of course the cartridge is toned down from that quite a little.
Although....the 7.92x107mm is no slouch!

Too many variables; so perhaps at the bottom end we should consider
.17 Remington Fireball from 1963:
With a sub-maximum 19.5 grains of Western Powder’s Ramshot X-Terminator beneath a 20-grain Hornady V-Max, the .17 FB easily breaks 4,000 fps while producing impressive splat factors on small varmints. This load clusters 5-shot groups into a single ragged hole from my Remington Model 700 SPS Varmint. Push loads to max and you’ll receive only 50 fps for your troubles. Add only 5 grains to bullet weight and top velocities drop to 3,750 fps.

The .17 Remington, introduced in 1971, was the first .17-caliber cartridge offered in both factory rifles and commercial ammunition. The .17 Rem. also reigns as one of the fastest commercial cartridges around, breaking 4,300 fps with 20-grain bullets and 4,100 fps with 25-grain pills.
But for me and mine - less speed but awesome performance:
.50 BMG - only travels at 2800 to 3000 fps; but it will travel much further than most of the rounds others will propose. Also, one can shoot cast in it also (watch your stash of lead disappear FAST when casting for this one) Of course, one has to be a "Young Stud" to shoot it off hand.

I shoot a 6mmX284. It is very flat shooting and with light bullets, it is a rocket... fastest... no, but hell on prairie dogs at 700 to 800 yards.
Put a 22 sabot in a 300 Weatherby and give it a try.

I have 3, 17 Remingtons and love the 17 caliber, however the flattest, fastest rifle I have shot is a 220 Weatherby Rocket I built in the 1980's that topped 4400 fps.
Old enough to know better, young enough to do it anyway!

100-110gr Speer or Hornady Plinkers in an '06 are speed demons on a full dose of slow powder, 37-3900fps is touted, those would cut a coyote almost in half
There is someone on youtube promoting a factory load for the 223 WSSM with a monometal bullet going 4750fps.

Maybe not flattest but defenetly very predictable way way out there.
c'mon guys you all know better, how could you leave out the undisputed unequeled as yet unrecognized " Asperly aimless"? I remember as a kid saturday matinees depicted this weapon as the one of choice to not only bad hombres but also favoured by the good guys. Still unmatched by todays standards.
Where does the 220 swift stack up? My neighbor has a Ruger 220 swift with an unertl scope. He claims he's taken game at 600 yards. He's not the BS type of person.

30-378 maybe but who want's to shot that twice in a row from the shoulder
444ttd; Are those the 50BMG based "Varmint" rounds that Skeeter Skelton wrote about in "Shooting Times" several decades ago? (Jug somebody was the fictitious person who was the butt of the humor he was writing about with the 50BMG necked down for Varmint Hunting). Those were some great articles.

I think I read about a wildcats like 22-06 or 22-284 that have broken 6000 fps. At longer ranges the 300 RUM and 30-378 Weatherby would shoot flatter. As the range increases others might be flatter shooting but not with any responsible sporting application except maybe super long range target shooting.
