Appears that they are using the same jacket draw as for the 7.62x54mm 144-grain bullet and just using less lead.

I have the same configuration in the 8mm 125gr PPU bullets for the 8x33 I am loading, shorter ogive though and the base isnt rolled.
Could it be a tracer bullet with no tracer material?

Disarming is a mistake free people only get to make once...
It could possibly be to destabilize the bullet and induce yaw upon impact? It seems like I've read of something similar before but I could be wrong and it may do nothing. I'd have to do some research on it.
Moving the weight forward stabilizes the bullet rather than destabilizing.
Its probably just the way they insure the weight is proper while maintaining a length that is needed to operate. If the bullet is shortened it might not feed right. Since they can't use steel cores for ammo sent to the US they use only lead which is denser and takes up less space. I too load the PPU 8mm bullets for the MP44 and that is why they have a hollow base. The bullet needs to be the right length and if they fill it with lead the weight is too heavy. So the leave a hollow.....
