I haven't had my Webley since the early 80's, but IIRC, you can load it with .45acp in half-moon clips, so .45acp dies might just work for you. Might also be able to use .45 Auto Rim, though I never got to try that.
Appears like 45ACP dues will work, wuth a different shellholder. Course I'm just looking at case dimensions to give this advice. Todd/3leg
Factory Fiocchi .455 measured .475 at mouth and .478 next to rim.
45Auto was .470 and .472. Will check some 45Auto I reloaded to see what the die sizes them too.

The cylinder has to be cut in order to use half-moon clips with 45ACP. See if yours is cut or not before ordering any equipment and components.
Lee makes a 3 die .455 Webley set that's cheap.

My avatar is almost a dead ringer for my little buddy Chico. Six pounds of mean that thought he was a Pit Bull. Miss that little guy.
Those Lee dies even come with a shell holder and a dipper.
You can size with .45Colt sizer expand and seat with a .45acp set. If you can find a shell holder......
When I reloaded for the Webley RIC in 442, I made brass on a lathe from 303 Brit by thinning the wall, removing the taper, and thinning the rim.
Even if 45 Auto Rim will not fit, you could still use the same method. All it takes is a mini lathe from Harbor Freight and a few chip HSS tool blanks.
I am loading dominion 455 colt cases with 45 auto dies and I believe the shell holder is the same as 300 win. mag.. But my cases are MK1 length, very close to acp length so my seat crimp die works. If you were to use 45 acp dies for seating, it may not work for crimping.
I’ve got a Colt NS 455 Eley that I load with old RCBS 45 Colt dies .454”
I used to modify 458 SOCOM collet crimping dies to crimp 455.
I load .455 with .45 acp dies. Seems to work okay.
