Is it possible that when you stop and wait for the pot to get up to temp, the mold is getting too cold? The frosting is most likely from the antimony in the alloy. It might also be possible that since this is winter your casting area is cooler than usual and this will speed up the heat loss from the mold. Pretty sure guess that you are not using a hot plate to keep the mold temperature at casting temps.
You might find that the current blend is a lot harder than you need or want. I usually run about 3 COWW and 1 Lino for most handgun bullets. I also cast with a lot of Lee molds and not below 40 degrees ambient air temp. Excessive ventilation can also give a false indication of problems as well.
