you could do it but you would need to do smaller bullets to keep the jacket thickness, may need a extra draw die.

You would also need to anneal them. I tried to draw some down to a smaller size. They did not draw evenly.
I have done it using .45 half jackets to make 9mm jackets. I didn't trim them to a specific length, so they were rough, but worked ok. I bought sizing dies from lee, I think, and made a holder for my press. I think it takes about 3 die changes to get them to the correct size. I did not anneal them and did not have any issues. I have a bunch of Herters half jackets in .38 and .48 and also have the old Herters 9 tom swaging press that I still had from the late 60's. Anyway, I ended up with almost full length 9 mm jackets and it suited my needs as I was only experimenting.
I have some of these half jackets as well. I figured they could be easily drawn down and used for smaller caliber jackets. Just need the right die. Haven't got around to it yet but I'm sure it would work.
