I have a phelps 45 acp copy of a star press and I am wondering how to properly lube it and with what kind of lube? I have not used it yet and its operation is very rough at moment.

Any common lube willbe fine. Star castings have a hole where oil can be applied to oil the shaft. All linkage and anyplace there is movement needs a drop of oil. This includes the rod that pumps the lube and the vertical rods where the top punch rides.. I don't think what type or brand of oil is critical.
The Star Reloading Press is a different animal than the Star Lubrisizer. The Reloading Press is a bit more critical. You don't want too much lube and you definitely want to use powdered graphite in certain areas. The manual can be downloaded from Starreloaders dot com. It has detailed lubrication information.
