I've coated cores of pure lead at .312 diameter and swaged them into .452 bullets without losing PC adhesion. I bake at a true 400 for 20 minutes. I'm scratching my head as to what the issue might be.

”The bullets were not quenched or touched by anything from mold to PC, except the soft cotton cloth I dropped them on out of the mold.“
You don’t really know what the cloth is and water is all over the map. Stop using them and drop a run in a pan, then coat them. A free, cheap and easy step.

Have you ever had an adhesion problem due to water or cloth? I see a number of posts about this yet have never experienced such problems. I’ve dropped bullets on the garage floor, had bullets sit in my basement for a year+ and get coated in dust/dog fur, water dropped bullets, etc without ever having adhesion issues. I’m pretty sure minimal contamination is perfectly fine with a proper PC coat and bake.

Anything that gets on your cast can effect asheasion flow and overall quality.

This is a good reason NOT to touch them and coat as soon as you are able.

That is why I recommend a PID controller. Build one or buy one and use is on your toaster oven.
You will see a marked improvement.

I am electronically challenged but it looks like I am going to have to bite the bullet and try to make one. Thanks for the suggestion.

I cast and coated a batch of 45-70 for a member who swedged them -- no problems with powder scratching or coming off.

Traffer, do some reading and watch a few youtube videos. PID's aren't that hard to make they just look/sound scary.

If you don't have a convection oven you can usually get a decent one at a thrift store for under $25 (you'll thank yourself later )

I used a large computer power supply box for the last PID I made. Get a PID that has instructions in English (one that others on CB use I had good luck with Mypin and a 150mm thermocouple for the oven) and members here can help you with any questions. OR you could buy a nice one -- plug and play from Hatch.

You open the oven and wire the + side of the elements together and the - side of the elements together. connect them securely to the end of the oven cord. (this will plug into the PID
Now you need to determine the voltage of the fan and wire it to a separate power supply not controlled by the PID (I popped out one of the oven knobs and fitted an on/off switch that lights up to control the fan)
