38 S&W bullets are normally sized to .360. A larger bullet might help.
More important is the cylinder throat diameter.
My S&W Victory Model and Terrier Model 32-1 are both .362+ and I use bullets of that diameter.
SOFT alloy and fast-burning powder are needed 2.5 grains of Bullseye or TiteGroup with 146-150-grain bullet or 2 grains with 190-200 grain.
