Did you ever get that thing apart? We would all like to know.
It is in a way a lock. It prevents the mag tube from turning when it is pushed out on the left side of the barrel looking from the rear. You push it and and turn it so the end of the pin passes under the barrel to about the same position on the other side of the barrel. This puts the interrupted threads of the mag tube in position to slide the magazine forward. As noted the tube acts independently of the pump handle. There is no other latch or unlocking mechanism.
One thing about 97s, 12s and other milled parts guns. There is no part in them that needs to be forced. They can be gunked up, gualded from Babba forcing things or rusted. After you have been through all this and the mag tube pin is missing. I would start looking hard at the possibility that some type of glue or epoxy was put in mag threads. The mag tube is separate component and is independent from pump assembly. My next step would be put gun Muzzel down and inspect tube where it enters action and check for signs of glues. I find that a scant chance because you say tube is rotating. Vexing, has to be something blocking tube from coming foreward and it would have to be something on inby end. The only off the wall thing I can think of is edge of tube may have slight deformation from someone digging out a jam. Slight enought to allow feed but enough to stop it from coming foreward. I'm sure I could have it apart in 5 minutes.
I totally get your desire to take it apart, but a gun that is together and tight is a very good thing. I have a fair amount of experience from model 12's and if that is all it gives you I personally would leave it alone and shoot it.
