were the swede cg63 rifles standard military converted to target rifles; or was there something special besides the sights and stock??

They reused the Oberndorf, CG and HVA milsurp receivers, bolts, trigger guard and magazine floor plates typically. New heavier barrel and new stock.
Couple of mine:
Note no ‘step’ on the barrel
There was an official Carl Gustafs factory made rifle as well as many more made by individuals . My gun was a custom , built just like the factory rifle but on a Husqvarna action with the CG63 stock , fast bolt and trigger and the heavy target barrel . Mine has the GF sight .

Grumpy Old Man With A Gun....... Do Not Touch !!
The barrels are bedded and free floated also. The stock is ambidextrous, which is nice for lefties! They are very nice rifles which were built for 300m target shooting.
The striker group is modified for a shorter and faster lock time. The cocking piece is heavily modified.
Also the twist rate is 220mm instead of 200mm for the m/96. Optimized for the 139 gr boattail bullet.
