I found Windows 10 to be a problem with many application plus being a pain in the ** for other reasons. I wiped my hard drive and installed Windows 7 Pro. Got a copy on ebay from some veterans for around $16.

Check your anti virus?
Maybe the reloader's reference .exe got quarantined for some reason.
Clamav quarantines almost everything I install on one of my machines.

Suggestion: Reloaders Reference on my W10 machine is a Access database. Try downloading the Msft free Access "reader". It will allow you to open but not change the data. I really like RR, It's almost as good as Steves Pages. Further you can change the worksheets used by RR in Open Office (the open source program), just be sure to save them as .xls (97-2000) version.
