It hasn't been around for ages. The Lyman Handbook #43 has loads for it in rifles .270, 8mm, .375 H&H, .30-40, .300 Savage, etc. and others for both lead and jacketed. james

I used HiVel#2 with great success in the .30-'06 in the '03 Springfield and also in the 7.62x54R Finn M39 loading 23 grains with Ideal #311299 in both rifles. No filler needed. Standard Winchester large rifle primers. Burning rate is close to RL7 and lacking specific HiVel#2 data you can use RL7 data with cast as long as you stay back 5% off max loads in cases of similar capacity to the .30-40 Krag, .303 British, 7.62x54R, .308 Win. and .30-'06. Have not used it in other than the .30 cals., but was gifted a 5 pounder of it in the 1980s and enjoyed it while it lasted.

Out of production since the mid-'60s when the Reloder series powders were introduced. I never used any Hi-Vel 2 but it seemed to be a popular powder when I began handloading.
First powder I used was HiVel#2 in my Marlin 30-30 in 1964?. It was discontinued about then. Very versatile at that time, Kind of in the 4198/3031 burn rate with a list of the same cartridges. I believe in the 50's it was a popular powder for target shooting in the '06. My understanding is the 173gr military at at about 2200. As a double base powder, it was accused of causing 'premature' barrel wear?
