If the first coat doesn't want to stick, a second coat will make it worse.

Just melt them down the next time you smelt and start over

Not true. I went through this same thing with hf red.

Edit: I was also inspired by the same video.

Slightly over 1/2 baked but yes . kind of like throwing a grenade 1/2 the safe distance. You might make it, you might get a little shrapnel or you might assume room temp

The recommended times and temperatures from the manufacturers is based on the temperature of the item being powder coated, not the oven temp.

If you're powder coating a large part this quickly becomes apparent. 20 minutes in a 400° oven won't get a big piece of metal hot enough.

Anymore I just do 30 minutes at 400° for a tray of boolits. I also do them at the end of the day so they stay in the oven while it cools.

I read the manufacturers specifications and follow them.
Most say 400° Eastwood wants you to bake PC for 20 min AFTER the PC starts to flow
Most of the other companies want you to bake for 20 min AFTER the material has reached a certain temperature.
PC that is NOT fully cured can and will react to several smokeless gunpowders.
I have not heard of fully cured PC reacting to smokeless gunpowders

I personally want to know that each round I load will go off like it's supposed to and the only way I feel comfortable is by following the manufacturers specs.
