C.B. Wads - what are they

Here is another of the things passed on to me by a friend who inherited a box of reloading stuff from a guy who died about 45 years ago.

It's a box of Winchester C.B. Wads. shows as .38/55 in pen. When I open the box, I see a bunch of little cardboard (?) disks that do look to be about 38 caliber. There was also a tin that originally held percussion caps filled with a smaller size of these. I am presuming these were used in reloading? Maybe put between the powder and bullet? I'd be curious to learn what these are. Thanks
