It would probably be safe, but I would just get a better quality smoothbore.
The solid soft lead bullet is undoubtably the best and most satisfactory expanding bullet that has ever been designed. It invariably mushrooms perfectly, and never breaks up. With the metal base that is essential for velocities of 2000 f.s. and upwards to protect the naked base, these metal-based soft lead bullets are splendid.

Forget everything you know about loading jacketed bullets. This is a whole new ball game!

Investarms.... first check the depth of the dovetails for the wedge. See how much meat you will have left and then go from there. I would want 20 thou or more meat in the barrel after reaming. If it checks out ream from the breech and make a choked barrel.

I shoot a flinter .61 (32" Green Mountain smooth bore now rifled) on a TC Hawken stock.
Going to lighter weight changed the weight distribution to make it juuust right.

This is the Gold Standard for ANY rebore.

Investarms is a good quality Italian maker, and the source for Lyman GPR's, etc.

Assuming a dead straight even ream you will have about .190 barrel wall thickness if the barrel is 1.0 across the flats. Problem may be in breech area where pressures are highest. Depending on type of steel in the barrel this may or may not be an issue.
