Walmart carries a nice Black and Decker for around 40 dollars. That's what I use. They also carry cheap tin pans to bake it. I got a few for like ... 89 cents?
Make sure the top heating element is not directly in sight of the bullets when they sit on the tray. You could make a shield out of thin sheet metal or even some foil but many ovens have these already. When the bullets are exposed directly to the heating elements, you are using radiant heat as well as simple even heat from the air in the oven.
That could cause the bullets to slump especially if you put the bullets into the oven before it gets up to temperature.
I've got two West Bend toaster ovens purchased for $5 each; one from a thrift store and the other from a yard sale. Temp dial settings on both are w-a-a-y off so I use an electronic cooking thermometer for set-up and, following Smoke's recommendations for his powders, these have served me well for almost two years. If and when one of them decides to go south, I'll probably pick up a larger convection oven that will allow me to bake larger batches but, until then...if it ain't broke, why fix it?

The key to a proper cure is monitoring your temperature with a thermometer that is proven to be accurate. You can occasionally find a glass/mercury "Serviceman's Oven Thermometer" on evil bay for $10-$15, that is very accurate.
Quisinart digits / convection toaster oven. $3 at the local church thrift store.
Before that a $3 black and Decker plugged into a PID controller
They give the same results but the digital toaster oven is easier to use
