I have made 17 fireball from 223. If you have 221 dies, 17 dies, an annealer, and a neck Turner, you should be set.
I made mine from Winchester 2x fired. Step 1 anneal and size in 221 sizer. Cut neck to remain long. Chamfer. Neck turn to 0.012" anneal and size in 17 fireball sizer. Trim and chamfer. The final neck diameter becomes 0.014" after sizing to .17 caliber. My factory ammo measures 0.014". I set my neck thickness to match.

I wouldnt sell them for less than $1 each. It's a lot of work.

I see that high plains brass do not appear to be neck turned or reamed. I'd measure a fired case out of your chamber to make sure the fired neck diameter is at least 0.2022", preferably 0.2032" or larger for proper bullet release.
