Its hard to tell from the picture, but the coating doesn't look like uniform coverage, but it could just be the photo.
What you are looking for on a full power rifle bullet is a PC build out of approximately .003" of coating to provide a jacket of sufficient thickness, according to our PhD polymer physicist. If you need multiple coats to achieve this then do what is called a "partial cure" on the first coat. So you heat the first coat just until the powder completely flows, stop the process and add another coat, then do a full cure. This way the coats will cross link into a single thick coat. Multiple coats can be added this way.
To keep the powder out of the HP I spray the bullets upside down with the HP on a nail. I made a tray for this I call my bed of nails.
