No, the static charge is created when the powder makes and breaks contact with the lead. The BB's prevent the powder from getting rubbed off when one coated bullet rubs against another. If the static charge generated is large enough, it won't matter. I tried a vibratory tumbler with bullets and powder in a 1 gallon Ziplock bag running for 5 minutes. The coating was beautiful, but the powder was darker than it was coming from the bottle. To me that meant I had generated quite a bit of lead dust. I baked the bullets and shot them but quit that practice, not because of the hazard from shooting, but because I know there is a lot of lead powder in the unbaked stuff and I don't want to generate any more.
I went back to the big margarine container and can tumble 150-200 bullets at a time. Shaking the bullets violently makes a big difference in the success when conditions are poorer (HF red, cloudy day). On a hot dry summer day, a couple minutes massaging the bullets in a 1 gallon Ziplock bag is all it takes so with certain powders like cheap HF red, the conditions and how violent you have to shake makes a difference.
