Try 38 Special, wadcutter. That would be the most likely do to it's popularity as a target round for umpteen dozens of years.

Small bore position shooters used ammo blocks to track which targets they had shot. The ammo block had the same holes as the bulls on the 10 bull 2 sighter target. This block may have been for some of the gallery and smallbore shutzen shooters to track where they were in a string
That's is beat to find out. I think I will put it on my mantle for the time being. I enjoy little pieces of history like this.
