    Maybe it’s just me, but why not just organize a range day with several buddies and use them?

    I put them in a dutch oven with a brick on the lid and heated them up on a turkey fryer. Annealed them and ensured no live primers left over.

    I would just keep pulling bullets, dumping powder, and drop a hammer on the empty case to pop the primers. I know it's alot of doing, but then you CAN sell them for scrap brass, and honestly that is the best solution. I would NOT bury them, or throw them in the trash.

    If the powder looks good, no reason to scrap it. It'd be easy enough to prime your own 9mm brass, pull the bullet, dump the powder into your case, reseat the bullet and you have ammo. Do a box to test, if it goes well... do all of'em.
