can anybody recomend for supersonic / and or reliably cycle use in a 16.1" barrel carbine gas system

Personally, for SS loads, I'd go with any of the top 3 bullets and any of the top 3 powders. I've used all of them in just about every possible combination with decent results.

The top three powders work well for the .300BO supersonic. I am partial to AA1680 for that task but you don't list it. Lyman 311410 might work with subsonic depending on your rifling twist but will be a disappointment past 1200 fps. It will need a gas check in fast twist barrels. The only other boolits I have experience with are #311291 (an excellent choice for most .30 caliber rifles) and #311413 which may not feed because of its wide meplat, If it feeds it will shoot well out to 1800 fps. Lastly #316299 will be too large to chamber. Now if you meant #311299, that would be a good choice providing it will chamber. The nose portion on this boolit can vary from .298 to .306 as made by Lyman. Ideal for .300 BO would be .301 nose and .311 bearing area. I shoot this same boolit both supersonic and subsonic with good results in my 1 in 8" twist rifle.

The meplat on the RD might not feed, and the 311299 might not fit your throat. I have had very good performance with the 311291. Any of the top three powders are good choices, but I find 2400 to give me a little cleaner burn than the other two.

the 316299 isnt a typo, i ordered it large from NOE for my 1944 SMLE #4MK1. my BO is a 16.1" 1/8twist.
are there any thoughts towards 185gr i know the 311329 as well as the 311414 have been discontinued for over 40 years
Not that mould but the Lee 185 shot rather well when I had a 300 I never went for top speeds just what would function my rifle I normally used RE7 and 4198 I even had good results with 4895 with a lot of different bullets . Mine was a 20" 12 twist barrel with carbine length gas tube I ordered just for shooting cast bullets at normal speeds .

311414 = 150gr gc with 13.0 grains of 296 tested and true, in a 16 inch barrel on multiple rifles.

If you go subsonic the carbine length may not cycle. I have a carbine length for super sonic and a pistol length for sub sonic. Saves having to re-zero just to change ammo.
