It looks like the old "hand powered" Lee, push through, lead bullet sizer. There is a push rod that goes with it, to push the pan lubed or tumble lubed bullet through.

I have a number of them and sometimes use them when sizing boolits to load with my 310 tools - just for the heck of it. They worked the same way as Lee's push through bullet sizer that goes on a press - only by hand. There is a "drive stem" with a larger diameter head on it that you drive the boolit through the sizer by use of a mallet. Not as quick was a Lee press through die that mounts on the press - but they do get the job done.

Yep, a sizing die from an old Lee lube/sizing kit. I have one for 44 cal, and the kit came with a small round pan, mebbe 3" in diameter, a "cookie cutter" to remove the bullet from the pan/lube, a die like the one pictured, and a rod to push the bullet through.
After using this kit for a couple hundred bullets I got a Lee push through sizing die, a square cake pan, and used the cookie cutter from the kit and lubed and sized 44 cal bullets for several years (I still like to pan lube)...
