I recognize it, I have one. Mine is made of cast aluminum or a similar alloy. I can't recall the marketing name, but it's a vice system that is adaptable to multiple configurations. The part you have is one of several. It's designed to clamp onto a bench top with built-in C clamp type connectors. I'll check when I'm in my shop again, but it's called something like a Versa Vice.

i think it might be a luthiers clamp.
it holds another part for working on violins , mandolins and the like.
