    Not if it has been cut and peeled off the cable. I have a piece on my desk that was done just that way and it looks like a flat rectangular piece of sheeting. I am currently sitting in a telephone office.

    Yup I got about 500 lbs of it once. It was removed by taking a carpet knife and slicing the pieces lenghtwize. I spend 4 days just cutting it off the cable. Mine had white stuff like that but what it was was a kind of grease they use to fill the voids in the pipe. If its greasy its probably cable sheathing if its paint that is your white its probably roof flashing.
