Been playing around figuring this out and got it down to a very nice little dipper. With all household items
Materials list
3x5 index cards
Glue Gorilla non foaming is what Ive been using
Super glue Gel
masking tape
Popcycle sticks, bamboo skewers or cheap chop sticks
enamel paint

Tools lists
h Tin snips
sicsors
hole punches 1/4 5/16 3/8 7/16 and 1/2 The sizes you plan to make dippers in.
Dowel rods in the sizes you plan to make dippers. Needs to be 6-8" long
Side cuts nice but not completely necessary
X acto knife or razor blade
ruler

Procedure.
Cut strip of 3x5 index card the height you want the dipper to be. and long enough for 2-3 wraps around the dowel
Put 1 wrap around the dowel and mark
cut a strip of masking tape same width and 2 wraps long
coat long end of strip with glue lightly and wipe fingers.
Wrap around dowel lightly snug and with thumb and forefinger press to even ends up.
Tape around it to hold. Let cure
Cut 3-4 strips of tape 3/16"-1/4" wide and long enough to go from edge over bottom to edge.
With these strips close off bottom of tube with it on dowel.
trim top edges even
punch appropriate sized disk from 3x5 index card and push in to seal cover tape.
1-2 wraps of tape around outside to cover the strips.
Cut handle and glue on with super glue gel
A strip of tape from one side of handle around dipper body and up the other side of handle
A narrow wrap of tape around handle snug to dipper body2 wraps is fine
Paint dipper body and tape inside and out with 2 coats.

The glue plasitisizes the paper making it stiffer and stronger these tubes are very strong when cured.
The tape forms a more solid grip on the outside and help in holding handle solidly.
The enamel paint soaks in also hardening the surfaces and just making them pleasing to the eye
With care when done no seams show they are very solid and can be used with powder, shot, or fillers. Putting the handle from bottom up allows for them to be trimmed to size when needed. A few can be made ahead and waiting for that new project. For fine adjustments discs can be cut and pressed in to the bottom also.

The popcycle sticks allow for weight and powder to be wrote on the side with a sharpie.
I tried rubber cement ( when cured the body was "springy"), silicone ( same as rubber cement) super glue ( Made a hard body but no working time) The wood paper glue was the easiest. Aluminum tape might make a nice body with out the glue and paint.
