It's a finger drill, for drilling small holes in soft material. Good for plastics and soft wood.

Don't think a finger drill. As the three arms spread and inside the arms is a rounded ball that pushes the arms apart as you screw it In.
Also notice the drill type bit has a small hole near the tip.
The tapered cone thing with the mandrill looks to be a chamfering tool. I suspect this tool is something a benchers shooter might carry in his range kit. The drill bit can probably uniform the primer ignition hole.
I would have to have it in my hand to make other than a WAG. Does the large knurled knob push in, spreading the fingers? Is the large knob/stem drilled through? The drill knob appears to be threaded, does it thread into the large knob?

It's not reloading related, it's an adjustable smoking pipe reamer, the finger drill is for clearing out the shank portion that leads into the bowl, the adjustable reamer fingers are for reaming the cake out of the bowl. The drill bit screws into the larger knurled shank for storage.

Yep.Pipe reamer.And not cheap either.Last one I saw retailed for$35.00 and that was in 1994.

The "Finger Drill" is usually called a Pin Vise. I only own about 5, use them for electronics - drilling holes in PC boards

I would hazard a guess that the drill with the hole is for cleaning the pipe stem. The hole is for a pipe cleaner threaded through it and bent in half and stuffed into the drill flutes. Thus opening and cleaning the stem in one go.
But this is just a guess. Just makes sense to me.
I can not know what I don't know.

NoZombies is correct: It is a tobacco pipe cleaning tool, and quite an expensive one at that. When I smoked a pipe, that was a tool I lusted after, but couldn't afford.
"Kleen Reem" Sometimes sold just like that. Sometimes cased. I have one cased, new, with a metal band holding about twenty 1 1/2" pieces of pipe cleaners that they call "wicks". I have a couple others that I use. Careful, you can screw that bit right through a briar pipe.
