Thats a nice looking pile of clean lead. I've never understood the legal mumbo jumbo about the destruction required.

Why purchase it, if you are mandated to destroy it?
I believe that by destroying it, they mean to render it into pieces that can no longer be used or sold as lead shielding sheets.
I just reviewed what amounts to a FAQ page for the seller site, which liquidates a lot of government materials. There are requirements that some materials not leave the country (end user certificate required of the US buyer who will not pass the purchase on) and on others, specifically sold as scrap, that they not be reused for their original purpose and the way to insure that is to destroy to object (say, a USN vessel) by taking it apart [long way of saying bowfin is right ;^)].
I decided to follow this as I am close to Tracy and thought it might be worth while for the right price. The auction opened 9 hours ago with two days to go, and is, if you figure in the buyer's premium (commission to the auction company) and sales tax, up to about 85 cents a pound. Makes sense for some big outfit maybe, but not for me, as it looks like the final price will be over a buck a pound and you then have to go get it.
Final bid was, figuring in the 12.5% buyers premium and the local 8.25% sales tax, and taking off a couple hundred pounds dunnage (learned a new word there) for the weight of the pallet and crating included in the total, about 89.5 cents a pound.
Not bad, really. For me, though, having been lucky enough to source alloy more locally, regularly and for less, I will pass on the need to rent a truck and make a two and a half hour round trip. I think that I might still monitor these auctions for the fun of it and just in case the occasional low ball bid might score.
