Heat treating and quenching in water

Been reading up on heat treating and quenching WW cast bullets to raise the BHN. IF the BHN is raised does it slowly go back down to it's original hardness or is it permanent?
    Couldn't find and answer anywhere.

You should read this. You will find it very informative and helpful.
