The picture isn't very clear, but it does look like the ring may start at about 18mm, which would be a 9x18 Mak. chamber.
You'll also see 9x19 brass that has a small ring, and possibly slightly different diameter, about half way up the case. These are from being fired in a handgun with a two piece barrel/chamber, such as the Browning Hi-Power.

Doesn't the 9 MM headspace on the case rim? I'm not sure if the Makorov case diameter is the same as the 9X19, at the neck, but I have picked up a few 9X18 Mak cases at the range, and it being a tad shorter than the 9X19, I thought at first it was a .380 ACP ase, until I read the head stamp-- but I don't think you can fire a 9X18 Mak in a 9X19 MM handgun, I think the Russians designed it that way so captured ammo could not be shot back at them! Now you've got me curious to see if a Mak case will chamber in a 9MM Luger chambered handgun-- Don't know if I have any Mak cases here at our winter home in Florida, will take a look at my brass bags to see, but if memory serves, the Mak case was a tiny bit larger in case diameter. Will check it out and post again, here.

They both have the same base diameter.
The Luger tapers into the case mouth where the Mak is shorter and straight walled

This how my cases look coming out of my Walther PPQ's.
The 9 mm Walther barrels have a stepped chamber which makes a better gas seal and has a lot to do with the great accuracy of the PPQ and how clean these gun's run.
Same with my Walter PPS

Thanks, Grmps, you saved me some legwork! I don't have any Mak cases here to measure, nor any spec sheets on the Mak. Apparently this 80 year old memory is still in pretty good shape!
