What is a universal receiver??? Like for an AR or Thompson Contender?
It's not the years in your life that count. It's the life in your years (Abe Lincoln)

"A free people ought not only to be armed and disciplined, but they should have sufficient arms and ammunition to maintain a status of independence from any who might attempt to abuse them, which would include their own government.” George Washington

I want something I can use the Savage barrel system on that I can use to test bullet design changes for accuracy without having operator error. Similar to what I saw at an unlimited bench rest shoot 20 year ago.

Universal recievers have been used for pressure testing set ups. AN Iron Monster or return to battery bench rest gun built with a savage action might be better suited for your wants. These are heavy units that may take a couple people to move around and set up. but they do take a lot of the issues out of testing. I haven't seen one for sale in years though. One of the single shot savage actions with out the magazine cut out would make the stiffest easiest to mount action for this.

AND if you use the rail gun AND shoot indoors, you should
really be able to accomplish your goal
