An awful lot of older shotguns out there with old "Poly Chokes" and such on them. If you opened one of these up to improved cylinder or so, would they be Ok to shoot steel loads through?

I would guess yes if the gun is good for it. I believe it's not just the choke but also something in the barrel metallurgy that helps them take steel shot
