Is there much velocity difference between a 16 in barrel vs a 20 in barrel 357 rifle? Seems like the pistol cartridge would be maxed out in the 16 in barrel.

You will see some gains from 16 to 20 inches, but not much. The closer you get to maxing out, the more apparent the gains. If you intend to pair it with a revolvers and share ammo, IMO 16" will be just fine. Some people like the 20" better for non-velocity factors, namely the sight radius and balance. I like the 16 just fine regardless.

I have an 1894 C Marlin and I bought my girfriend a .357 Henry Steel Big Boy.
Powerwise they feel the same.
Havent tried to Crony the same loads out of both.
But the longer Barrel Henry with the heavier bullets seems to shoot a little flatter.
