I understand that there were two different measuring drums. This is the small one probably for pistol loads. The handle to throw the powder charge can be moved to either side of the measure. Got it as part of a lot at an auction.

There is a set screw that is visible on the side with the handle. You loosen that screw and then use a screwdriver down into the back of the measure and turn it either in or out to adjust the powder chamber.
