I saw one many years ago while at work in, of all places, N. W. Washington D. C. It was just North of Georgetown not too far from the Potomac River. It was all white except the neck and head.

white moose are not unusual to see theres an area between foleyet and timmins Ontario Canada where they're commonly seen. Google fu for foleyet white moose.there are some good shots of them and history
Piebald are common compared to albino deer; Melanistic (black) are rarer still. I've not seen any of the above in North Texas.

These are fallow deer originated in Europe. Full grown they have spots can be white or black
We have quite a few white and even more pi bald deer up here in NY. Like dragon said , there's a fairly large herd in Romulus NY on the old Seneca army depot. It is/was a large fenced in area that stored nuclear weapons so it was well fenced. It seems that more than a few have "escaped" over the years and spreading out.
