why do my bullets turn matte black

If I do one coat of smokes black I get shinny black bullets. If I do the second coat they come out dull black.

Just don't do a 2nd coat. Most never 2nd coat their boolits. If your process is done the right way, one coat should be all that is needed. I have never had to do more than one coat in the MANY thousands I have PC'd.

You are probably getting some kind of unwanted buildup in the coating with a 2nd coat that is not melting and coating properly.

I do a second coat mostly for looks. I get spots on bullets sometimes that just have clear and no black. Only get it when I do the shedds spread container thing. When I use the tumbler and buckshot they turn out fine with one coat. I know its silly but the lack of color bugs me. Ive recovered bullets in dirt that have been second coated and they look just fine. Ive done the hammer test on them too. Only downside is sometimes when sizing I have to give them a quick spray of one shot because there a bit tough to size.

Sounds like you just made the case for clear powder coat for those who only want to use one coat and who are not hooked on colors.

I get the same condition on my boolits using all the powders I have.
I suspect that the first coat does not melt at the temp that the powder melts.
I thought I read something about that somewhere... lost in what memory I have left...
BTW: I like some colors better that way....

May be over cooking the powder. I have found with some powders if you cook them longer the color changes mostly it gets darker. Or in a more simple term you burnt them lol.
Reloading to save money I am sure the saving is going to start soon
