That looks like a 1970's era can. My first experience with SR-4759 was a 4lb can just like that. It was love at first sight.
Badge176 - that is very good reduced load cast bullet powder with very wide application. It is especially good for the older, large BP era cases but works well on the newer bottleneck as well.

Dupont MFR, pretty but if stored properly should be fine for the rounds stated above and in loading manuals, like Lyman.
As long as there is no acidic smell when opened or heavy rusty dust when poured out it will do fine.

I get very good results with it and 115 gr boolits in my 32-20 1894 Marlin CL.
It is arguably THE best powder for accurate reduced velocity loads in rifle cartridges. It doesn't meter worth a hoot, so don't think it is going to do wonders in Your Dillon 650. It needs t be weighed for best effect. But when you really want to shoot cast boolits into small, tight groups, you will look far and wide to find a better choice.

Great find and great powder my military rifles love it mixed with cast boolits. It is a crying shame that it was discontinued.
