I think swaging would actually be the very best option, but swage dies run in excess of $500. Not many are going to pony up that kind of money for every kind of bullet they shoot.
It works fine for me, I've got .224 swaging dies that I've made bullets with and then PC'd.

I also have "Sized", not swaged, non-jacketed boolits after coating with excellent results. Normally what I do is tumble the boolits in acetone to remove any lube or oil from my fingers. I let them dry, then PC and bake. After they are cool, I then "Size" them.

The acetone is not needed unless you contaminate the bullets after they leave the mold. I usually don't water drop because the PC curing process is going to remove the added BHN you get from water harding anyway. Contaminated water drop or handling the bullets can leave a residue on the bullets and inhibit the coating process. Air cooled bullets coat without a problem.
I've only tried without.
I made extra large cores from COWW in the core form die, then swaged them in the point form die, then through the lead tip die, and then cleaned and PC'd them.
I only made about 30 of them as an experiment, and they all shot fine, I was using them in a wildcat running about .22 magnum velocities, but I recovered a few, and they seemed to hold up well. They left no leading, but to be fair, I wasn't pushing them that hard, only about 1600 FPS. I didn't do any real shooting for accuracy, but they didn't seem any less accurate than other cast or jacketed bullets I was shooting that day.
In the end, it wasn't worth it for me, since being .22 caliber, it's just as cheap, and almost as easy to make jacketed bullets using spent .22 shells. For larger calibers, I would think it might bear further consideration. I have a set of .30 swaging dies, but I haven't had a lot of extra time for playing in the shop lately.
