As has been pointed out it's been this way for years and years. You are a fool if you don't check the package quantity of anything you buy. Did you know Remington sells "bricks" of Golden Bullets w/ varying quantities? No different then a box of 40 or brick of 400.
We always have the choice of to purchase or not. No sense in whining about everything.
I remember buying some boxes of 40 as far back as 20 to 25 years ago.
