    Short Side Raill mounting screws?

How to notch them for the locking (capture)screw?
How to hold the screw to file it is the question that no one seems to know.
    Thanks for any help.

Try threading the screw into a hex nut of the appropriate size, and then clamp the nut in a vise. This should give you access to work on the screw head.

I usually take like a sort piece of round stock, 3/8" or even 1/4" dia. , chuck it in the lathe, face then drill and tap the correct thread. This gives you a "handle" to hold in a vise or any other way you might want to grab on to it. With the screw snug in the handle you can even use a mill if you want to cut the round relief. If you are using a mill vertical do remember to note the direction it takes to loosen or tighten the screw and run your cutter accordingly so as not to unwind the screw instead of cutting it.
