This has to be one of the rarest presses I've ever seen on Ebay. Very unique, probably experimental. Why, even the paint is still nice!

Paint is prolly still nice 'cause it didn't work! They should have used it as a walnut cracker. I bet it would do that quite well.

If you don't know what the function of something is, why put your ignorance out there for the whole world to see? It looks like a button installation tool of some sort to me too.
In any case, I wish the seller luck with his "reloading press" auction.
Might be used to put eyelets on tarps or something like that.

It looks like something to put the two piece metal grommets together.
I believe Castingfool and Doc Highwall got the general idea correct.
Our book conservation department has a similar unit for metal "button" fasteners.
I bought a small lot of reloading presses that included a nut cracker as a reloader.
I could use that, actually. I've been looking for a press that wasn't finger operated or hammer fitted. But the price is about 3x what I would pay.

One seller on Ebay is advertising the Lee Hand Press as cast iron. I messaged him that it is aluminum, but he said the ram is held by so many square inches of cast iron. BS He continues to sell them as cast iron.
It's VINTAGE also!

JUST GOTTA LOVE THIS JOINT.
It's a grommet setter for 2 piece brass grommets, probably for tarps and the like. I sold a similar press just today on fleabay but mine was used for setting snaps on fabric.
The price really isn't too bad. My press cost me a little over $350 about 15 years ago and I'm not sure what it sells for today.
I agree a seller should find out what his item is used for before listing it. How can he say it works if he doesn't even know if it's complete or has all the parts requires to use it? Buyer beware!
