It's Kapoc. A natural fiber. Use as you would Poly (pillow fiber).
The way is ONLY through HIM.
I used kapoc many years ago, it works ok but you gotta be sure to store it in a dry place , as it will absorbe water from the air and kill yer powder & primers. Been there.

Kapok used to be recommended in shooting magazines and loading manuals, but that was before polyester fiber filler got so widely available and cheap. It's better stuff. You can get a big bag of it for 2-3 bucks in the Wal-Mart craft section.
