This solder is 95.6% tin 4% copper and 0.4% Silver.
Will this amount of copper cause any issues casting 16-to 1 or 20 to 1 alloys for BPCR?

The copper levels in 20 to one made from 4% copper will be .04X.05=.002 or 2 1/1000ths copper. That level should not be of any consequence. It may even toughen your bullets slightly for deeper penetration without degrading the mushroom.
303guy did some work with copper in the alloys with impressive results. Most of his posts were in the paper patching section.

He's right it should work great with under 0.25% Copper in your 20:1 alloy.
The Tin to Copper ratio is so high that you get enough Tin in the mix with out adding a substantial amount of Copper.
Even 15:1 alloy will be less than 0.30% Copper. Other than a bit more hardness, you won't even know it's there!
Buy it and save it, as for most casting, if your using WW, you need to add very little if any tin to cast good boolits.
That is like VERY LITTLE!!
For most WW boolits from a good mold, adding tin is just wasting your $$.

I do not mind adding a little tin since I am not a very good caster.
Anything to make the bullets quicker and easier helps me quite a bit.

I have soldered miles of copper tubing with that stuff. The factory rep told us the copper is added to increase strength. You can definitely use it to 'sweeten' your melt, but don't go crazy with it. That little bit of copper will drive the BHN up quicker'n you think.
