That 410 based cat sneeze rifle sounds very much like a project I would like to do! I have a couple of old model H&R 410 barrels that would fit my handy rifle, and they would be ideal for that kind of a sleeve.

The problems with a liner on a 410 barrel. Most of the liners will be to big for the bore and I have had some bad luck turning a liner down to fit. Seems the stress in a liner can cause the bore to be inconsistent after turning. Also if the 410 barrel is reamed out it can warp, probably for the same reason. That's the reason I went with stub jobs and new barrels over lining a 410. It's not profitable to do a job twice and only get paid for once.
