I have a 10/22 that is very reliable and certainly within your stated budget. I also got a CZ453 Varminter bolt gun used for less than what you said you wanted to pay. A good scope might put that over the top, though. Both guns are a lot of fun. For sheer shooting/plinking, etc. pleasure I would go with a 10/22. They are common as dirt so accessories extra magazines and the like are widely available. For hunting I would go for a good bolt gun. Savage and Marlin make really good affordable and reliable bolt guns.

Always liked the little Browning lever gun (BL-22 I think it is). The trigger moves with the loop - can't pinch your finger when you're playing The Rifleman.

A couple of years ago I purchased a High Standard Sport King for $135.00
Tubular feed.....it will shoot LR, L, and Shorts
doesn't jam,,,and is easy to take apart and clean
is groved for scope mounts and has good iron sights
last summer I saw another one in a gun shop on the Oregon coast for $150.00... I should have bought it !
I would opt for the good ole 10-22 you can do almost anything imaginable with one of those
Hard to beat for the dollar a 10-22, and with a decent scope you can stay well under your budget, and buy a pretty good qty of ammo as well.

If you're content to stick with LRs, the 10-22 is probably the most adaptable and versatile rifle there is. If you want to go down to shorts and CB caps, you'll need to find something in an action that's set up to feed all lengths.
As silly as it may be, I bought a Cricket to hunt 'coons with. I have to say, though, not only is it fun to shoot, it's light(rifle and scope are 3 lbs!), accurate and will chamber anything. It does, however, take some gettin' used to when you put that little thing up to your shoulder.
10/22 is the top runner in my book. A Marlin 60 is another good choice and usually more accurate than the 10/22.

I bought a GSG-552 a couple weeks ago. It is a polymer copy of the HK MP-5 in 22lr. Mine came with two stocks, fixed and folding, and both a 22 round stick mag, and a 110round drum. It ran me $450 with tax (6%) and has cost me almost that much with the munchkins who want to go shoot it. I stuck a red dot SightMark sight on it, and the thing is tin-can accurate at 100yds.
The fun factor is off the charts.

I recently picked up a Mossberg 715T which looks like an AR-15 with a 6 position stock. It is a hoot to shoot and cheap fun. The rifle was selling for $279 but the wife got them for $259. My wife bought one for herself, my brother, and for me. Very cool. Frank

A Remington 572 can be found in that price range used. Pump action will feed anything and the stroke is short enough that rapid fire is possible if that's your thing.
Buy a half dozen Romanian trainers with "Express" sights, share 'em with friends and family, sit for hours on the back porch plinking at "Targets of Opportunity". Dirt cheap fun.

For sheer fun, it is hard to beat an old Winchester 1906 pump.
In a semi auto I like the Marlin (or Glenfield) model 60 and one I hadn't thought of for a while is a Winchester Model 190. I think they both shoot more accurately than a Ruger 10-22.
For hunting squirrels, nothing quite beats an old bolt action single shot or tube fed reapeater.
