The 311397 or the 311414 are designed for short neck cases. I have a 311414 and found it to be a good shooter with 20gr 2400.

To answer your original question try 10.5gr 2400 at 1600 fps. Any faster with PB's will open up groups and any less will not cycle all M1 actions.

May be a little too light but you never know til you try it.

Lee lists loads as low as 22gr h4895 180gr vel 1770. I wouldn't use any filler with these loads.
