I would also look for Alliant 4100 or 2400 to substitute for AA #9.

HP-38 and Win 231 is just beginning to show up on the shelf here in Idaho. I heard a rumor that Hodgdon's is beginning to catch up on the popular powders since they have discontinued several IMR...
Did you make sure that the chrono was AT LEAST 10ft from the muzzle? If closer, muzzle blast could interfere with the readings. I am not familiar with Commercial #1 powder, but 5.8 sounds a little...
