I never have had a single primer issue in my 1941 22 Hornet short rifle M70, and have shot it far more than I can remember.
Perhaps you encountered a M70 that was off spec ?

BE VERY careful as there are left hand and right hand threaded units.
Winchester changed it at one point to help prevent the handle from twisting...
